   UNIVERSITY REGULATIONS

1. Generalities

1.1 The present Regulations of the Institution of education “Baranovichi State University” (hereinafter referred to as Regulations) are elaborated in accordance with the Law of the Republic of Belarus “On Education” dated October 29, 1991, Law of the Republic of Belarus “On Higher Education” dated July 11, 2007, orders and instructions of the Ministry of Education, local normative and legal acts of the University.
The present Regulations are a local normative and legal act of the Institution of education “ Baranovichi State University ” (hereinafter referred to as University, BarSU) equally binding for all BarSU students.
1.2 Regulations aim to strengthen classroom discipline, organize education on the scientific basis, use rationally class hours, make the educational process more efficient, cultivate conscious attitude to the labor and education in BarSU students.
1.3. The present Regulations include the norms governing the University routine.
1.3.1. University routine is the order and conditions of educational, research and other activities practiced by BarSU students and listeners at University in the framework of educational process under the guidance and control of University lectors and administration.
1.4. The University routine is governed by the present Regulations as well as by other local normative and legal acts governing the University routine. In the event of any contradiction between them and the present Regulations, the last ones have the legal priority.
1.5. Problems related to the application of the present Regulations are solved by the University administration within its granted rights.
1.6. The present Regulations are confirmed by the Rector under the agreement with BarSU primary student trade-union organization.

2. Educational routine

2.1. University classes, credits, examinations, consultations are carried out according to the timetable and examinations schedule compiled on the basis of Curriculums signed by the Dean of the faculty, trade-union organization, and adopted by the Rector, the First Vice Rector, the Vice Rector on Academic Work.
The educational discipline is a submission to the established educational routine, binding for all students, and an appropriate performance of duties.
2.2. As a rule, the timetable is compiled for one academic term. The timetable should correspond to the requirements of normative documents and standard form established at the University, should be posted in a defined place available for all students (listeners) not later that 10 days until the academic term starts (classes start), for extramural studies – 3 days until examinations start. The timetable should contain credits taken out of examinations schedule. Optional courses are carried out in accordance with the additional timetable.
2.3. Classes are conducted in accordance with Curriculums, student (listener) body in groups, subgroups.
2.4. The educational process may be conducted in individual way on the basis of Rector's decision in accordance with an individual Curriculum.
2.5. Duration of one class does not exceed 80 minutes. Duration of an academic hour - 45 minutes.
Lectors are prohibited from changing the timetable without authorization.
Students (listeners) attendance is controlled by lectors, Dean's office, heads of chairs, supervising professors, senior students, public organizations and Educational and Methodological Department of the University.
2.6. Every group has a senior student chosen among the most advanced and disciplined students and assigned by the Dean's order. Senior student reports directly to the Dean of the faculty and his deputies, a professor responsible for educational work at the faculty, a supervising professor; he ensures the implementation of Rector's and Dean's office instructions in his group.
Senior student has the right to apply to the Dean's office for incentives or disciplinary punishment for violation of the classroom discipline and of the present Regulations; for financial support of students (listeners).
2.7. Every group keeps a class register. Senior student records absent students (listeners) in the register every day and render it in the beginning of each class to a lector for signature. The register is kept in the Dean's office (other place assigned by the Dean's office decision). The Dean's office and the senior student are responsible for the register.
2.8. Studying group participates directly in University and faculty self-government. Studying group has the right to turn to the University and faculty administration in order to improve the educational process and extraeducational work.
2.9. It's prohibited to distract students (listeners) from classes for works and other events non related to the educational process, except the cases of natural disasters, accidents and emergencies on a decision of the Government of the Republic of Belarus or local authorities.
2.10. University lectors have the right to plan and to conduct consultations and individual classes over class hours with backward students and listeners, their work being continued.
2.11. Rules of the students (listeners) residence in the hostels are established by the Regulation on student hostel of BarSU and the Rules of the student hostel of BarSU.
Students (listeners) living in the hostel, take responsibility for violation of the Rules of student hostel, theft or damage of the state property (equipment, furniture and etc.).
Expelled students (listeners), living in the hostel, must vacate their rooms in the hostel within two weeks since the order on the expulsion is published.

3. Essential rights and obligations of BarSU students (listeners)

3.1. BarSU students and listeners have the rights to:
3.1.1. education on a relevant level in accordance with the educational standards;
3.1.2. additional educational services according to the procedure established by the legislation of the Republic of Belarus and the Statute of BarSU;
3.1.3. protection of their rights and legitimate interests, appeal of University administration and officials decision in accordance with the procedure established by the legislation of the Republic of Belarus and the Statute of BarSU;
3.2. Besides the rights mentioned in the paragraph 3.1 of the present Regulations, BarSU students have the rights to:
3.2.1. higher education on a relevant level in accordance with the educational standards;
3.2.2. transfer to an other Institution of higher education, transfer to an other specialization, to an other form of higher education in accordance with the procedure established by the Ministry of Education of the Republic of Belarus;
3.2.3. restoration at the University to recommence the studies. The order and procedure of the restoration of students expelled from Institutions of higher education, are defined by the Government of the Republic of Belarus ;
3.2.4. creation and election of student self-government authorities, trade unions, youth and other public associations whose activity does not contradict the legislation of the Republic of Belarus.
3.2.5. participation in University's governance, in research, technical, innovative, cultural, leisure and sport activities of the University;
3.2.6. scholarship in accordance with the procedure and conditions established by the legislation of the Republic of Belarus; financial and moral incentives in educational, social and research activities; medical assistance and health improvement according to the procedure established by the legislation of the Republic of Belarus;
3.2.7. hostel accommodation and registration on the residence; compensation of tenancy fees if hostel is not provided (for students studying at the expense of the state budget) in the amount and procedure established by the legislation of the Republic of Belarus;
3.2.8. academic leave on medical indications, for financial and other raisons. The procedure and conditions of academic leave granted to students of the Institutions of higher education are established by the Government of the Republic of Belarus.
3.2.9. holidays – systematic pauses in the education for relaxing and other social purposes for full-time students. Holidays take place at least two times an academic year with total duration from six to ten weeks.
3.2.10. deferment of military conscription service and reserve service, release of military and special musters for the period of studies in accordance with the legislation of the Republic of Belarus.
3.2.11. studies on individual Curriculums in the cases and procedure defined by the Ministry of Education of the Republic of Belarus .
3.3. Students (listeners) have the obligation to:
3.3.1. acquire systematically and deeply theoretical knowledge, practical skills, professional competences and modern research methods within the chosen profession, specialization (area of studies) and fulfill Curriculum requirements in the established terms;
3.3.2. respect the honor and dignity of BarSU students, lectors and other University staff, including:

- welcome lectors, University and faculty administration in the standing position at the entrance to a lecture hall;
- exclude actions impeding the normal course of all types of classes;
- not to use rude and discourteous expressions;
- be polite and tactful with lectors and other University staff.

If a student (listener) commits repeatedly (or one time in a rude or cynical form) actions impeding the normal course of a class, he may be debarred by a lector from participating in this class; the lector should inform the Faculty administration about it by a report immediately after the end of the class;
3.3.3. attend compulsory classes in accordance with the timetable.
In particular, absence from classes, coming late to classes or leaving before the end of classes without any legitimate reason are considered as a non-fulfilment of this obligation.
In the case of the absence for legitimate reasons, a student (listener) must inform about it the faculty administration at the first opportunity and present documents confirming the absence reasons to the Dean's office within three days. If a student (listener) does not present the documents confirming the reasons of the absence (coming late to classes, leaving before the end of classes), the absence reason will be considered as illegitimate regardless of explications.
3.3.4. pass honestly all compulsory types of credits and knowledge control. It isn't allowed to:

- use educational and other informational materials during examinations, credits and other knowledge control measures without lector's authorization;
- render for assessment (defense) control works, projects, degree thesis and other compulsory written works whose authorship does not belong completely or in a considerable degree to a student (listener);
- use technical means of communication, other kinds of unauthorized acquisition of information related to student's (listener's) task during examinations, credits and other knowledge control measures or mislead examiners about the student (listener) identity.

If the mentioned facts are revealed, the lector informs the faculty administration and debars a student (listener) from participating in a credit or examination with a bad mark put in the relevant mark sheet;
3.3.5. fulfill the requirements established for the appropriate organizations staff during practical trainings;
3.3.6. follow generally recognized moral norms in his behaviour, seek to improve the general culture, to perfect himself morally and physically;
3.3.7. implement legitimate orders, instructions and directions of the University administration and of a senior student concerning the educational process;
3.3.8. take care of the University property, take measures to prevent the University from material damage, reimburse material damage caused to BarSU by his guilty actions;
3.3.9. treat carefully personal documents (student card, mark book and etc.) and inform the faculty administration immediately in the case of document loss;
3.3.10. not to smoke on premises and on the University territory excluding special areas, not to come to University in the state of alcoholic, narcotic intoxication and not to consume alcoholic beverages, drugs or toxic substances;
3.3.11. respect the University Statute, the present Regulations, the Rules of the students (listeners) residence in the BarSU hostels, fulfill other obligations ensuing from the legislation, an agreement between a student (listener) and BarSU and the agreement between BarSU and BarSU primary trade-union student organization;
3.3.12. take active part in University and faculty events.
3.4. In the case of non-fulfilment of the above-listed obligations, a student (listener) may suffer a disciplinary punishment right up to the expulsion according to the procedure and conditions established by the present Regulations.
Student (listener) removal from classes does not release him from the disciplinary responsibility for violation of the classroom discipline.

4. Incentives for academic achievements and public work

4.1. The following student incentives are established for important academic achievements, an active participation in research work and University public life:

- commendations;
- letters of commendation;
- precious gifts;
- bonus to a scholarship;
- prizes;
- President of the Republic of Belarus scholarship, University Council personal scholarship.

4.2. Incentives are announced by the Rector's order (exception for President of the Republic of Belarus scholarship) under the agreement of the student trade union. The extract from the order is kept in a student personal record.

5. Responsibility for violation of the classroom discipline

5.1. One of the following disciplinary punishments may be imposed in the case of violation of the classroom discipline (a guilty illicit non-fulfilment of the student (listener) obligations established by the present Regulations):

- reproof;
- reprimand;
- expulsion.

5.2. The student expulsion for rude violation of the educational discipline and in other cases of expulsion on the University's initiative (except the exclusion from the University due to non payment for education in the established terms) may be carried out on the agreement with the student trade union. Expulsion of minor students also requires consent of the Juvenile Commission.
5.3. Disciplinary punishment is administrated immediately after the action is revealed, not later than one month after the day the action was revealed (excluding illness or (academic) holiday period). Disciplinary punishment can't be administrated later than six months after the day the action was committed.
5.4. Disciplinary punishment is administrated by the Dean of the Faculty (expulsion – by BarSU Rector) and formalized by an instruction (an order). Student disciplinary punishment can be administrated on the agreement with BarSU student trade-union organization.
Before a disciplinary punishment is administrated, a classroom discipline violator should furnish a written explanation. Student (listener) refusal to give an explanation does not impede to the disciplinary punishment administration and is formalized by an act of refusal to give a written explanation, signed by the Dean of the faculty (his deputies) and witnesses.
5.5. The administration takes into account the gravity and circumstances of the action, previous student (listener) behaviour and his attitude towards the studies in the choice of a disciplinary punishment for a student (listener).
5.6. An order (instruction) on the disciplinary punishment administration is put on the faculty information stands within ten days, if it's necessary, student (listener) parents are also informed.
An extract from the order on the disciplinary punishment administration and documents, the order is based on, are kept in a student personal record.
5.7. If a student (listener) who suffered a disciplinary punishment is not suffering an other one during one year, he is considered as non suffering a disciplinary punishment; the disciplinary punishment is being liquidated automatically without order publishing.
The Dean (the Rector) has the right to cancel a disciplinary punishment earlier, before the expiration of one year on his own initiative, on a solicitation of BarSU student primary trade-union organization, student groups and on an application of the student (listener) himself.
Early canceling of a disciplinary punishment is formalized by a faculty instruction (a Rector's order).
5.8. An extreme disciplinary punishment in the form of the expulsion from the University may be administrated in the case of systematic violation of the classroom discipline and the present Regulations.
Systematic violation of the classroom discipline and the present Regulations comprises:

repeated non fulfillment of Curriculum tasks by a student (listener) in the established terms without legitimate raisons proved by documents;
absence from classes without legitimate raisons of total amount of 40 hours a term; if a student (listener) was previously reprimanded for 20 hours of absence without legitimate raisons;
other repeated violations of the classroom discipline and the present Regulations proved by documents;.

5.9. Disciplinary punishment administration is prohibited in respect to students (listeners) during the period of (academic) holidays, release from classes for legitimate raisons.
5.10 . Students (listeners) smoking on premises or on the University territory outside special smoking areas suffer such disciplinary punishment as a reproof or a reprimand.

6. Rules of BarSU information resources use

6.1. BarSU information resources use is realized by BarSU students according to the procedure established by the present Regulations and other local normative and legal acts.
6.2. University's information resources cover all the information provided by the local computing BarSU network, the global network Internet and information kept on hard disks (Winchester disks) of University computers including information download by users from individual carriers (disks, diskettes, USB flash memories and etc.) to BarSU computers' hard disks. Information resources also comprise information posted on University informational stands.
6.3. University 's information resources are available for BarSU students (listeners) only for the purposes of educational and research work.
6.4. It isn't allowed to use Internet resources (www, email, chat and etc.), local computing BarSU network resources (system chat, file servers, database servers) and University informational stands for placement (distribution) of materials whose content and orientation are prohibited by the Belarussian and International legislation, including harmful, threatening, slanderous, obscene, political propaganda; religious strife, violation and unlawful action fomenting materials and materials insulting other people's honor and dignity.
6.5. It isn't allowed to install or change computer software and BarSU computers application program packages without the previous agreement with the Information and Computing Center of BarSU.

7. Final clauses.

7.1. It isn't allowed to commit the following actions on University premises:

- loud conversations, a noise or other actions impeding the educational process;
- consumption of alcoholic beverages;
- smoking;

7.2. The Regulations are posted in the foreground of the University faculties in order to inform University students (listeners).
7.3. The faculties administration informs BarSU students (listeners) about the Institution of education “ Baranovichi State University ” Regulations by posting the present Regulations clauses on the faculty information stands.
